McNeer, Highland, McMunn and Varner, L.C. was established in 1913 in Clarksburg, West Virginia, as Robinson and Robinson. History has seen the following firm name changes: 1935, Robinson and Stump; 1965, Robinson, Stump, Highland and Morgan; 1967, McWhorter, McNeer and Highland; 1974, McWhorter, McNeer, Highland and McMunn; 1976, McNeer, Highland and McMunn ... and finally, since December 1995, McNeer, Highland, McMunn and Varner, L.C. Throughout the years, the firm has strived to bring professionalism and knowledge to its clients in all various facets of law. We have expanded our services over the years to meet the demands of our clientele, and are able to service our clients in and throughout the State of West Virginia, as well as in Pennsylvania, North Carolina, and Ohio. Currently, the firm has five offices strategically located throughout West Virginia. In addition to the Clarksburg office which continues to be the firm's central location, we have offices in Martinsburg, Parkersburg, Kingwood and Elkins. Stephen G. Jory (Senior Attorney) born Washington, D.C., August 4, 1944; admitted to bar, 1969, West Virginia and U.S. District Court, Northern and Southern Districts of West Virginia; 1971, U.S. Court of Appeals, Fourth Circuit; 1974, U.S. Supreme Court; 1994, U.S. Court of Appeals, District of Columbia Circuit. Education: Marietta College (B.A., 1966); West Virginia University (J.D., 1969). Steve is a senior attorney in our Elkins office. He began his career as a judicial clerk to the Honorable Robert E. Maxwell, Judge of the United States District Court for the Northern District of West Virginia. Thereafter, Steve became an Assistant U.S. Attorney for the Northern District of West Virginia, until 1977 when he was appointed as the U.S. Attorney for the Northern District of West Virginia. Steve served in that position until 1981. Since entering private practice, Steve has concentrated his career in the areas of criminal defense, commercial litigation and civil litigation. Steve is admitted to practice in West Virginia and has tried numerous criminal cases throughout the State. In addition, Steve has an active federal court criminal practice, having tried numerous trials in federal court. He is admitted as a member of the United States District Court for the Northern and Southern Districts of West Virginia, the Fourth Circuit Court of Appeals the D.C. Circuit Court of Appeals and the United States Supreme Court. Steve is a member of the Committee on Legal Ethics/Lawyer Disciplinary Board, having served from 1990-1996 and 2001-2009. Steve served as the Committee Chairman from 1994-1996. He was a member of the Drafting Committee on the Standards of Professional Conduct and was recently appointed as Special Counsel for the West Virginia Ethics Commission. In addition to being active in the bar, Steve is an active member of the Elkins Community, having served as a Past President of the Elkins Rotary Club and Past President of the Elkins YMCA. He is a member of the Randolph County Development Authority and the West Virginia Regional Jail and Correctional Facility Authority. Steve served as the Special Prosecutor in State v. Michael W. Parker (Associate) born Union, West Virginia; August 24, 1979; admitted to bar, 2004, West Virginia and U.S. District Court, Southern District of West Virginia; 2006, U.S. District Court, Northern District of West Virginia. Education: West Virginia University (B.S., 2001); West Virginia University College of Law (J.D., 2004). Michael was born in Union, West Virginia, in 1979, and raised in White Sulphur Springs, West Virginia. He attended West Virginia University, and graduated in 2001, with a Bachelor of Science degree in Business Administration. Michael then went on to study at West Virginia University College of Law, where he earned his Doctor of Jurisprudence degree in 2004. In 2004, That same year, he was also admitted to practice before the United States District Court for the Southern District of West Virginia. In 2006, Michael was admitted to practice before the United States District Court for the Northern District of West Virginia. After serving as a Law Clerk for Judge John L. Henning, Jr. and as an Assistant Prosecuting Attorney for Randolph County, Michael has been in private practice with McNeer, Highland, McMunn and Varner since March 2008. Harry A. Smith, III (Senior Attorney) born Natrona Heights, Pennsylvania, July 3, 1945; admitted to bar, 1972, Ohio; 1973, West Virginia and U.S. District Court, Northern and Southern Districts of West Virginia; 1975, U.S. Court of Appeals, Fourth Circuit. Education: University of Pittsburgh (B.A., 1967); Case Western Reserve University (J.D., 1972). Harry is a senior attorney in our Elkins office. He graduated from the University of Pittsburgh in 1967, with a B.A. in English. He then earned his Doctor of Jurisprudence degree from Case Western Reserve University in 1972. Harry spent three years teaching high school English, from 1968-1971. He was admitted to the Ohio bar in 1972, and the West Virginia State Bar in 1973. From 1972 to 1973, Harry served as the Law Clerk for United States District Judge Robert E. Maxwell, United States District Court for the Northern District of West Virginia. Harry is admitted to practice before the United States District Court for the Northern and Southern Districts of West Virginia. He is also admitted to practice before the United States Court of Appeals for the Fourth Circuit, and has practiced in approximately 30 Circuit Courts in West Virginia. Harry is a permanent member of the Fourth Circuit Judicial Conference. He was the Director and President of the Randolph County Court-Appointed Special Advocates (CASA) from 1999 to 2006. Harry was the Director for the West Virginia Legal Services Plan from 1976 to 1982, and on the Advisory Board for the Appalachian Community Health Center from 1980 to 1983. He was also the Director of the Randolph County Community Arts Center from 2004 to 2006. Harry has been the chairman of approximately 10 federal condemnation commissions, and has been on several federal court local civil rules committees. He has been a member of four federal magistrate judge merit selection panels, and has served as a court-appointed mediator in both state and federal courts, and as appeared on federal CLE panels. His practice includes criminal defense (particularly federal), general civil litigation, representation of two banks and various commercial, industrial and institutional entities. Harry has previously been involved in youth sports, particularly youth soccer, and served for many years as a coach and referee.
