De Leon & Washburn was founded in 1977 by Hector De Leon, former General Counsel of the Texas Department of Insurance and a graduate of the University of Texas School of Law. From its inception the firm concentrated in insurance, health, employee benefits issues and trade association law. The firm's clients include insurance companies, third party administrators, nonprofit organizations and employers desiring representation on corporate, regulatory, and employee benefits issues; including the Employee Retirement Income Security Act of 1974. The firm also offers civil litigation and appellate law services and has conducted litigation throughout the state of Texas. Hector De Leon is Board Certified by the Texas Board of Legal Specialization in Administrative Law. The firm encourages continuing professional development. All partners and associates participate in continuing legal education seminars, professional association activities and civic affairs.
