Christopher A. Cernik focuses his practice on transportation, energy, telecommunications, technology procurement, and economic development. He has lectured throughout New York State on the deregulation of the electricity industry and the relationship between energy policy and global competitiveness. Previously, Chris was Senior Counsel in the New York State Assembly, serving two Assembly Speakers as Parliamentarian and Special Counsel. He has received significant recognition for his work in reforming New York's drunk-driving laws.

In 1979, Chris served as Counsel to the Constitutional Convention of the Emerging Republic of Palau (Micronesia) and was awarded an Honorary Citizenship for his work there. He also has served as a town justice and an adjunct professor of Political Science at Union College in Schenectady.

Mike Koenig represents, defends, and advises corporate and individual clients in all aspects of complex civil litigation, white collar criminal matters, government investigations, internal investigations, and contested regulatory proceedings. As a former federal prosecutor with the United States Department of Justice in Washington, D.C., Mike investigated and prosecuted corporate fraud cases and other complex white collar crimes. · United States v. Bode, et al.: Secured trial convictions of four defendants on charges of RICO, money laundering, bank fraud, mail fraud, and interstate transportation of stolen property.

· United States v. Dahn and Huger: Secured trial convictions of former university president for conspiracy and false swearing in an immigration matter, and of former university admissions officer for conspiracy.

· United States v. Lawrence: Successfully argued for significant downward departure of sentence, resulting in 37 month sentence where Guidelines called for 8-10 years, after trial conviction of former Chairman and Chief Executive Officer of publicly traded company on 20 count indictment alleging an approximately $35 million fraud.

· People v. Masucci: Successfully defended client accused of murder in first solo felony trial.

· People v. Carroll, 95 N.Y.2d 375 (2000): Successfully appealed rape and sexual assault convictions in the New York Court of Appeals.

· In re Grand Jury Proceedings: Successfully convinced prosecutors to not charge individual owners of a nursing home with Medicaid fraud.

· People v. Starr: Obtained a dismissal of indictment, with prejudice, after jury selection based upon prosecutorial misconduct.

Doreen Unis Saia focuses her wide-ranging energy law practice on the representation of national and international corporations that own and operate electric generating facilities and engage in financial transactions trading electricity products. She has been actively involved in State and federal regulatory proceedings concerning the deregulation of the electricity market, the siting of new generating facilities, and cost-of-service ratemaking. Doreen was instrumental in developing the structure of the New York Independent System Operator, the independent administrator of the wholesale electric markets, and continues to play a pivotal role in the ongoing development of the competitive wholesale market in New York. She also has been engaged in the development of the competitive markets in New England and the Mid-Atlantic States.

· Extensively participated in the development of the structure of, and the market design and rules applicable to, the New York Independent System Operator, Inc., the administrator of the competitive wholesale electricity market in New York State. Played a pivotal role in developing the structure for the resource adequacy market in New York, which now is serving as a template for resource adequacy markets nationwide, and in developing a comprehensive set of market power mitigation rules for New York City.

· Developed the Article X siting application for a 1,000 MW, natural gas-fired, combined cycle, electric generating facility in Queens, New York and negotiated the stipulations for the project.

· Developed two clean coal project proposals and completed contract review in response to the New York Power Authority's solicitation in its Advanced Clean Coal Initiative.

· Represented a merchant generating company in developing its bid in response to the solicitation of National Grid concerning the sale of its fleet of New York City generating facilities.

· Represented a coalition of merchant generating companies concerning the development of a regional transmission organization for the six states in New England.

· Represent a merchant generating company before the Federal Energy Regulatory Commission in proceedings concerning the New York and New England competitive wholesale electric markets.

· Represent merchant generating companies in proceedings before the New York Public Service Commission concerning generic competitive market issues as well as utility specific electric rate cases.

· Represented a coalition of merchant generating companies concerning the development of the Regional Greenhouse Gas Initiative Final Model Rule and the New York State specific regulations.

Stephen M. Buhr is of counsel in the Health & FDA Business and Litigation Practices of Greenberg Traurig's Albany office.
