defense before various courts, as well as federal
state agencies with jurisdiction in civil rights, discrimination, Title IX, Title IV (financial aid),
False Claims Act (FCA) matters.
Paul has also assisted in the formation
ongoing operation of two separate Division III intercollegiate athletic conferences. He also recently obtained initial authorization
approval from the Massachusetts Board of Higher Education for the first new, private, higher education institution in the Commonwealth to be given degree-granting authority in more than twenty years.
Paul
other key members of the GT Higher Education team have been retained by various public university systems to provide advice
counsel in connection with the use of P3 financing structures to construct, finance, operate,
maintain key revenue generating investment assets, so as to alleviate pressures upon bond proceeds
more conventional financing streams.
Construction: Paul advises diverse construction industry clients involved in both private
public construction projects, claims, litigation,
business torts in the federal
state trial courts.
Health Care: Paul represents health care providers, including several private ambulance service providers, in defense of FCA allegations,
proceedings brought by the U.S. Office of the Inspector General ('OIG')
other federal agencies, as well as various state attorneys general.
