Robert H. Hosay (Partner) admitted to bar, 1999, Florida. Education: Valdosta State University (B.A., cum laude, 1995; B.A., cum laude, 1996); Florida State University College of Law (J.D., 1999).
Robert Hosay is a partner with Foley & Lardner, and is a member of the firm's Government & Public Policy and Government Procurement Practice.
Mr. Hosay's practice is focused on assisting clients who conduct business in the public sector. His practice helps clients develop, acquire and/or manage business in the government sector. His clientele is as varied as the products and services they market to government agencies, but is weighted heavily in government operations contracting and information technology outsourcing. Mr. Hosay partners with his clients by helping them to interpret the needs and opportunities within government agencies, assisting with all steps of the acquisition process, and counseling his clients regarding contract awards and litigation of contract disputes. In addition, Mr. Hosay assists clients who are regulated by government agencies via his experience in administrative law.
Mr. Hosay had extensive government experience prior to joining Foley. He was appointed secretary of the Florida Department of Management Services (DMS) by Governor Jeb Bush after serving in several leadership roles at DMS. During Mr. Hosay's tenure at DMS, he was responsible for several key areas of operations, including the state of Florida's procurement policies and practices; enterprise technology policy and programs; employee health plans and insurance products; retirement programs; real estate management; fleet management; and building construction and operations. He was instrumental in developing new state procurement policies via the legislative process during his tenure as state purchasing director. In addition, Mr. Hosay served as the director of the Governor's Center for Efficient Government, which was responsible for overseeing and executing large outsourcing projects for the state of Florida. Most recently, he served on Governor Charlie Crist's transition team as a member reporting on the efficiency and operations of executive branch agencies.
Mr. Hosay currently serves on the board of directors of the Florida Engineers Management Corporation, which provides administrative, investigative and prosecutorial services to the Florida Board of Professional Engineers. Mr. Hosay also serves in a leadership role on the Florida Tax Watch Privatization and Outsourcing Tax Force, where the goal is to strengthen Florida's acquisition process.
Mr. Hosay received his bachelor's degrees (cum laude) from Valdosta State University in 1995 and 1996 and his J.D. degree from Florida State University College of Law in 1999. He served as articles editor and associate editor for the Florida State University Law Review and served as a judicial intern clerk to Justice Ben F. Overton of the Florida Supreme Court.

Christopher M. Kise is a partner with Foley & Lardner LLP. With a wide range of high-profile litigation experience, he serves as vice chair of the Appellate Practice and is a member of the General Commercial Litigation, and White Collar Defense Practices and the Energy Industry Team.
Mr. Kise has enjoyed an extensive legal career serving as a confidante and chief legal and policy advisor to Florida's Governor, as Florida's Solicitor General (the State's top litigator), as a law professor and as an attorney in private practice.
As Counsellor to Florida's Governor Charlie Crist, Mr. Kise provided advice and leadership and directed implementation of administration priorities on key statewide issues including automobile and property insurance, energy, telecommunications, transportation, health care, prescription drugs, public finance, the environment and climate change.
As Solicitor General, serving under then Attorney General Crist, he handled the State's major trial and appellate litigation involving a wide variety of subject matters, including electric utilities, telecommunications, the healthcare and pharma sector, and significant constitutional issues.
As a law professor, Mr. Kise held the Richard Ervin Eminent Scholar Chair at the Florida State University College of Law, teaching courses in Appellate Advocacy and White Collar Criminal Practice.
In the private sector, Mr. Kise has concentrated his practice in the areas of major appeals, complex corporate litigation, significant state and federal white collar defense matters, constitutional law, and representation of regulated industries.
Mr. Kise has argued successfully three times before the United States Supreme Court and filed briefs in more than a dozen cases before the high court. He has also handled many significant cases before the Florida Supreme Court and the Florida Public Service Commission. His litigation practice has extended throughout the United States representing individuals, private and public corporations and government entities in major trial and appellate matters.
Mr. Kise is a 1990, magna cum laude, Order of the Coif graduate of the Florida State University College of Law, where he served as managing editor and articles editor of the Law Review. He received his undergraduate business degree in accounting from the University Of Miami in 1986.

Tom Maida is the managing partner of the Tallahassee office of Foley & Lardner LLP. A member of the firm's Insurance Industry Team and the Government & Public Policy Practice, Mr. Maida focuses his practice on assisting clients in highly regulated industries navigate through the maze of government regulations which affect the way they do business. His clients include some of the world's largest insurance companies, as well as many leading regional insurers.
Mr. Maida has played pivotal roles in the development of legal strategies for a number of complex business transactions, including the formation of insurance companies, group funds and health maintenance organizations; mergers and acquisitions of insurance companies and health maintenance organizations; and the demutualization of insurers. He currently serves as general counsel to the Florida Workers' Compensation Joint Underwriting Association. He also represents clients in legislative matters before the Florida Legislature.
A member of the American Bar Association and its Tort & Insurance Practice Section, Mr. Maida serves on the ABA's Committee on the Public Regulation of Insurance. He is also a member of the Federation of Regulatory Counsel. Mr. Maida is a member of The Florida Bar and the Tallahassee Bar Association. Austin B. Neal is a partner with Foley & Lardner LLP.
